# 報告架構

## 二個維度：時間和空間

這份報告的觀點架構在二個維度上：時間和空間。在「時間」脈絡上，應先理解人類社會這幾年來重要的轉變、審視我們身在何處，也才能思考將來會往那裡走。雖然未必是「過去－現在－未來」的簡單線性發展，但仍可對當下的處境更有既視感、更明白將遭遇的機會及限制，也才能有所準備。另一方面，「空間」則墊基於全球化及數位化，任何社會很難自外於全球潮流，因此談論個體社會的動態，不能不先理解總體世界的浪潮，最後再回到在地的脈絡裡。

首先我們先找出國際社會目前最關注的焦點，從這個焦點回溯其背後的成因，並呈現政治經濟無法切實回應這個問題所造成的諸多現象，以及其所可能誘發的中長期風險。這些社會風險同時也映照了各種組織－不管任何部門－所必須應對的未來。

接著我們更細部地看各國的公益發展，包括美國、英國及中國，不管是個別的發展現況，或是在世界公益版圖上扮演角色的差異，以他山之石試圖勾勒公益部門的主流趨勢。

最後回到台灣的公益部門。我們先理清台灣公益部門的規模，以及其營運環境上的限制。接著將國際焦點及趨勢與之疊合，探討在公民運動及數位科技等影響下，「公益」可能呈現的嶄新時代面貌。
